    Financial Sector Transformation

    Rebecca Ruzibuka

    Director

    Rebecca has participated in coordinating provision of capacity building and other business development services through the Rwanda Development Board (RDB) Business Development Centers (BDS); Capacity building and development of Business Development Plans for the beneficiaries of the Rwanda National Agricultural Export Board (NAEB) – Project for Rural Income through Exports (PRICE) and Rwanda Agriculture Board (RAB) through Climate Resilient Post Harvest and Agribusiness Support Project (PASP) IFAD funded projects; Land Husbandry, Water Harvesting and Hillside Irrigation/ Rural Sector Support Project (LWH/RSSP)- World Bank Funded projects; Women for Women International; Global Alliance for Improved Nutrition (GAIN) assignment on conducting Market Research, Business Modelling and Planning for GAIN beneficiaries; Other assignments include partnering with Q Point on International Finance Corporation (IFC) Contract “Rwanda Heineken- IFC End line Data”;

    She participated to evaluate FAWEs past Strategic Plan (2013-2017) and Develop a new Strategic Plan (2019-2023); Carry Out Mid Term Review for “ Young Future in Rwanda, Education for all including girls” Project of Plan International Rwanda; Technical Assistance for the Professionalization of 16 Maize and beans Cooperatives USAID funded through RTI International Global Supply Chain for Private Sector Driven Agriculture Growth (PSDAG) project;

    Training Business Plan Competition and Business Advisory Services through Hanga Umurimo Project (HUP) of the Rwanda Ministry of Trade and Industry. Service Provider – Training, coaching and Business Planning for the beneficiaries of the Umwalimu SACCO, a saving and Credit Cooperative for teachers. Partnering with SPARK an NGO based in the Netherlands with operations in Rwanda for the Implementation of the project, “Kicukiro Entrepreneurship Hub Project” within the framework of Entrepreneurship Coalition (MFS II). Prior to starting a consulting firm, Rebecca was in academics for twelve years in Tanzania and Rwanda. Academic related achievements include being Senior Lecture in Business management, supervising University finalists on their thesis, establishing and managing the Kigali Institute of Science and Technology Business Incubation Facility (TBIF).

    Rebecca graduated with a Master in Business Administration (MBA) from Emporia State University, Kansas State USA (1996), an Advance Diploma in Business Administration (ADBA) from Institute of Development Management (IDM) now Mzumbe University. She is fluent in English and Swahili.

    Leonard C Kitoka

    Director

    Leonard is the Director of ADC Tanzania Ltd, and currently Programme Director for the implementation of the USADF programme in Tanzania.  Leonard is also a founding member of both ADC Rwanda and INNOVEX in Tanzania where he is the MD. He is a qualified accountant (CPA-PP), an Accredited European Excellence Assessor, and a Certified Project Manager. He graduated with an MBA in Finance and a B. Com Finance degree, both from the University of Dar es Salaam in Tanzania. Leonard received a “Post Graduate Diploma in Poverty Analysis for Social economic Security and Development” from the Institute of Social Studies of The Hague. In addition, Leonard has attended other course such an Advanced Leadership course at Harvard Business School, Boston and a Diploma in Project Management from Galilee Institute, Israel.

    With 24 years’ experience in providing professional services in Eastern Africa, he has extensive experience in conducting a wide range of engagements in public and private sectors as well as for donors operating in the Tanzania. He has delivered consultancy assignment for such donors as WB, AfDB, FAO, USAID, CDC, UNDP, UNFPA, JICA, GIZ, SIDA, CIDA, UNICEF, AFD, SDC, DFID, DANIDA and EC.

    Leonard sits on several Board of Directors in both private and public companies and in most of them  he is involved in or leads the audit and risk committee. Previously Leonard worked for UNDP, PricewaterhouseCoopers, Afro Aid Development Consultants, Coopers and Lybrand and the University of Dar es Salaam. Most of his work have been carried out in Tanzania, Rwanda, Kenya, Uganda, Burundi and Southern Sudan. He speaks Kiswahili and English.

    Devota Minzi

    Director

    Mrs. Devotha Ntuke Minzi is a director of ADC Tanzania Limited. Devotha possesses a Master’s Degree in Economics, from Youngstown State University, United States of America (1996) and a Bachelor’s of Sciences majoring statistics, from the University of Dar-Es-Salaam, Tanzania (1984). Devotha also has acquired a Postgraduate Diploma in Poverty Analysis from the Institute of Social Studies (2005).

    Devotha is a Certified Director (July 2016) by the Institute of Directors (IOD) London, UK.  Currently she is a Board member of Tanzania Tax Revenue Appeals Board (TRAB), an independent board, responsible with handling Tax disputes between tax payers’ and Commissioner General of Tanzania Revenue Authority. In addition, Devotha a Chairperson of the K-Finance Board, a micro-finance accredited by the Central Bank of Tanzania (BOT).

    Recently, K- Finance was awarded as the Best Female Owned microfinance of the year 2020.  In the past, Devotha served as Board member (2015-2018) of CRDB Bank Plc, a leading Financial Services Provider in Tanzania. She also saved as a member of the Board of Habitat for Humanity Tanzania (HFHT), a Non-Government Organization with an international affiliation involved with provision of micro housing Finance (2013-2019)

    Devota’s work experience include 24 years working for the Central Bank of Tanzania in different positions.  She joined the bank as a Statistician and was Senior Economist in the in the Research and Policy Directorate by the time she left the Central Bank. She opted for early retirement with the bank to establish K – Finance Ltd and become the first CEO from 2008-2017. Devotha’s experience is very instrument in the management of ADC Tanzania.

    Esther Kitoka

    Esther is a seasoned banker having worked in the banking sector as Bank Examiner for 9 years in the Bank of Tanzania (Central Bank) and later as a commercial banker for 15 years in CRDB Bank Pl where she grew up to the C-suite level as Deputy Managing Director for over 8 years. In May 2020, she joined Equity Bank Tanzania Ltd as Executive Director for special assignment of developing Strategy for turning around the Bank.

    Throughout her career, Esther made remarkable achievement as part of the team which transformed CRDB Bank Plc to become the largest bank in the country. As Director of Risk, she was the champion in establishment of enterprise risk management framework and practices in CRDB. She also made other remarkable achievements in the areas of cost management and transformation of cost centers into profit centers through adoption of retail strategy. She was the champion for establishment of performance management system and project management framework. Esther left Equity in January 2022, after making another remarkable achievement by significantly reducing non-performing loans, building strong winning team with the right capabilities, enhancing governance and developing a Strategy that provides clear direction of the Bank in the coming 3 years. She joined ADC Tanzania Ltd in February 2022 as Director with the responsibility of driving the vision of the company striving to become partner of choice in business transformation.

    In addition to banking experience, Esther has developed skills in the areas of Project Management, Risk Management, Analytics, Procurement, HR, Finance and Accounting, IT, Strategy Formulation, Performance Management, Problem Loan Management and Recovery, Corporate Governance, Agile-Scrum Master Framework, General Management and Leadership. She has Master of Commerce Degree in Banking and Business Information System- University of Sydney, Australia, and Certified Public Accountant CPA (T). Other professional qualifications include Directorship from Institute of Directors UK and Advanced Management Programme (AMP 191) from Harvard Business School.
